切生活上的日常運作並發揮個人的最大潛能。」::“A Healthy City is one that is continually creating and improving those physical and social environments and expanding those community resources which enable people to mutually support each other in performing all the functions of life and in developing to their maximum potential.”#>
<#此外,根據世界衞生組織西太平洋區域辦事處的建議,健康城市計劃應具備以下七項要素: ::Moreover, the WHO Regional Office for the Western Pacific recommends seven principal elements of a Healthy Cities project:#>
<#城市的政治領導人應向市民承諾會透過公眾參與策劃的過程,致力達成建設健康城市的共同目標。::The political leaders of the city should make a public commitment that they will work towards the same goal of striving for a Healthy City, using a participatory planning process.#>
<#將計劃的目標定為改善城市內所有市民或人士的健康及生活質素,並按照共識為城市制定各個社區
的社會及文化價值均受尊重的未來發展路向。::The goal of the project is improved health and quality of life for all citizens or people in the city, and the future vision of the city which respects the social and culture values of the communities should be developed by consensus.#>
<#設立機制以鼓勵公眾參與關乎健康的策劃工作。::A mechanism is developed to encourage participatory planning for health.#>


<#決定計劃活動的優先次序時所考慮的事宜,包括以下兩類需求評估: ::The priorities for project activities are based on considerations that include the following two types of assessment of needs:#>
  • <#生活條件與健康狀況之間的關係 – 由流行病學分析及/或公共衞生專業人員的評估予以確定;以及 ::Relationships identified between living conditions and health status, as determined by epidemiological analysis and/or the assessment of public health professionals, and#>
  • <#市民對健康至上的概念及生活質素的問題所持的觀點 – 透過相關各方共同參與的過程來決定優先推行的活動。 ::Perceptions of the community on priority health and quality of life issues. A participatory process involving all stakeholders is adopted to determine the priority activities.#>

<#優先活動將由多個專業隊伍推行,當中涉及大規模的公眾參與,而且通常不會只由單一政府機關負責。 ::The priority project activities are undertaken by multidisciplinary terms that include substantial community participation, and usually not by a single government agency.#>
<#所推行的計劃活動會受監察,其成效亦會被評估。 ::The project activities undertaken are monitored and their effectiveness being evaluated.#>
<#籌辦單位同意與有興趣者,例如計劃所涉人士、一般市民及區內其他健康城市計劃的籌辦單位,分享情況分析、計劃活動及計劃進展等資料。 ::The project agrees to share information about its situation analysis, activities and progress with those who are interested in obtaining such information, including those who are involved in the project, the general public, and other Healthy Cities projects in the region.#>

  • <#所有城市的市民均獲提供基本的需要(食物、水、居所、收入、安全及工作); ::The settlement of basic needs (for food, water, shelter, income, safety and work) for all city’s people;#>
  • <#人人均可獲得廣泛的經驗和資源、並有機會透過多種渠道互相接觸、交流和溝通; ::- Access to a wide variety of experiences and resources, with the chance for a broad channel of contact, interactions and communication;#>
  • <#多元化、富活力和求創新的城市經濟; ::A diverse, vital and innovative city economy;#>
  • <#鼓勵與地區歷史、與城市人的文化和生物遺產及與其他團體和個人的連繫; ::The encouragement of connectedness with precedent, with the cultural and biological heritage of city dwellers and with other groups and individuals;#>
  • <#能與上述特質互相兼容並有強化作用的形式; ::A form that is compatible with and enhances the preceding characteristics;#>
  • <#人人得享理想和適當的公共衞生及疾病護理服務;以及 ::An optimum level of appropriate public health and sick care services that is accessible to all; and#>
  • <#優質健康(健康良好及疾病率低的情況)。 ::High health status (good health and low diseases profiles).#>
