  <#「安全社區」之概念源於1989年9月於瑞典斯德哥爾摩舉行的「第一次意外及傷害預防世界會議」。會議中發表的「安全社區宣言」中闡明:『所有人均擁有相同權利去獲得健康和安全』,這亦是世界衞生組織推廣“全民健康”及世界預防意外及傷害控制方案的基礎概念。::The Safe Communities concept began its formal existence at the First World Conference on Accident and Injury Prevention held in Stockholm, Sweden in September 1989. The Manifesto for Safe Communities, the resolution of the conference, states that "All human beings have an equal right to health and safety." This is a fundamental aspect of WHO’s Health for All strategy and for the WHO Global Programme on Accident Prevention and Injury Control.#>
<#「安全社區」可被定義為在同一個地區上,連繫一些有著共同理念的專業團隊或個人,一同推動意外預防及傷害控制概念的工作。::A community can be defined as a delineated geographical area, groups with common interests, professional associations, or the individuals who provide services in a specific location.#>

<#根據世界衞生組織(下稱「世衞」)的資料,認可的安全社區需具備以下6項基本準則: ::For a community to be designated by WHO as a Safe Community, the following six basic criteria should be met:#>

<#需成立一個負責預防傷患發生的跨界組織,以夥伴合作模式,統籌區內的安全推廣事宜::An infrastructure based on partnership and collaborations, governed by a cross-sectional group that is responsible for safety promotion in their community;#>
<#需長期、持續地執行各項推廣項目,並照顧到不同的年齡、性別、環境及處境::Long-term, sustainable programs covering both genders and all ages, environments, and situations;#>
<#需關注高風險人士,高風險環境,與及弱勢社群的安全問題::Programs that target high-risk groups and environments, and programs that promote safety for vulnerable groups;#>
<#需設立一個機制去記錄傷患發生的次數及其成因::Programs that document the frequency and causes of injuries;#>
<#需設立適當指標以評估項目的成效及其影響::Evaluation measures to assess their programs, processes and the effects of change;#>
<#積極參與本地及國際安全社區網絡的經驗交流::Ongoing participation in national and international Safe Communities networks.#>

<#世衞設於瑞典皇家醫科大學的社區安全推廣協進中心,負責評審安全社區的申請。自1989年以來,超過130個社區已被正式確認為「安全社區」,這些社區人口介乎2千人至2百萬人不等,分佈於瑞典、澳洲、泰國、加拿大、法國、丹麥、挪威、韓國、英國、美國、南非、新西蘭、荷蘭、中國、台灣、越南等地區。 ::Application to become a designated Safe Community is assessed by the World Health Organization Collaborating Centre on Community Safety Promotion at the Karolinska Institutet, Sweden. Since 1989, over 130 communities have been formally designated as the Safe Community, with populations ranging from 2,000 to 2,000,000 in Sweden, Australia, Canada, France, Denmark, Norway, the United Kingdom, the United States, South Africa, New Zealand, The Netherlands, China, Taiwan, Vietnam and other areas.#>
